Wsmake
Wsmake is a website pre-processor. It includes a parser that handles page ordering, tag substitution, and dependency checking. You can use wsmake with any type of content, from PHP to XML, or even your own computer language.
Its goal is to maximize reusability while keeping content separate from design. If there are common elements on each page of your website, the time-savings associated with wsmake will be valuable.
