It is not free software for these reasons: 1- It includes a games store in the Homebrew and demos section called PPSSPP Homebrew Store, these games do not have a specific license, and apparently no source code to support it. 2- PSP games are proprietary, and since there are no free games the program is useless and is only a "temptation" for the user to play proprietary games.
