The last change on that file was 2005 before GPL 3 exited. This project is basically frozen. Changing just the license when nothing else has changed is not something I want to do. If others do, perhaps Herbert Valerio Riedel is interested in this, the sure go ahead.
If there is a need to update the software, changing the license then makes more sense.
