Based on issue #22092, we need to sort issues by priority by default.

Resolution

Changes from Special:Diff//85057 to Special:Diff//85072 (various pages) replaced the old top priority category with Property:Is top priority issue even for those which are not top priority issues, as well as better describing the requirement of such property and the implications of lack of use.

This counters the caveat of using the |sort= query parameter.
