Tooptip not visible

If this is not a bug on directory.fsf.org, then ask file a bug to bug https://bugzilla.mozilla.org/enter_bug.cgi#h=dupes%7CFirefox and leave a copy of the bug URL in this page so I get a copy to my email.

I don't get any text displayed (except "Information") when I hover the question mark with the mouse pointer on the page (that is also used at the Main_Page).

Is this broken?:
