Separate single-page JS tracker

In order to preserve the history of our bug/issue tracker, and the valuable contributions from User:LorenzoAncora, we should separate the single-page tracker adequately.
Most of the Backlog Admin Group members agreed that we must do the following items:
- Find whether it's possible to do the same as 1 but for the CSS.
- Find a way to target both 1 and 2 to be used only when loading FSD:Backlog active and FSD:Backlog archive.
