Review user permissions regarding the ability to upload screenshots. As an anti-spam counter-measure, new users cannot upload screenshots. Should this policy be changed?

Does the user have the ability to set the license of uploaded screenshots? If not, this should be implemented as a requirement if uploading a screenshot.
