A project is different than a program or package in that it is a larger goal of making many different programs. In some cases a project might be one part of a larger project. For example, GNOME is a part of the GNU project, and it is sufficiently large that we would list it as a project on the Directory.
In many ways, the use of the project category can be considered a stop-gap solution until a better system is created.
